UNDERSTANDING SEA CADET TERMS AND APPOINTMENTS

The Barbados Sea Cadet Unit has grown by leaps and bounds over the past months and years. Lt Cmdr Carl Farley has now been promoted to OC Special Projects which extends his responsibility even beyond the Sea Cadet Unit to include the Band, Catering, Medical and other units of the Corps.

The following brief is intended to familiarise infantry cadets with the new terms and appointments in the sea unit, It is important that Infantry and Sea cadets understand each others terms, status and appointments since we are all ultimately members of the Barbados Cadet Corps.

COMMANDING OFFICER: (OC) SLt. R Morris the “Skipper” is the senior most officer in the Ships Company and is responsible for everything that happens in the Unit.

Responsibilities:

  1. Responsible for the training, administration, discipline, morale, espirt de corps, and performance of the unit.
  2. Sets the example for his/her battalion in appearance, attitude, conduct, bearing, tact, discipline, and performance.
  3. Responsible for advance coordination with Cadet HQ on all matters pertaining to policy and procedure for the unit.
  4. Exercises supervision of the all junior officers and Rates and delegates authority to the staff commensurate with the capabilities for the individual officer/Rate and the requirements of the job he or she holds.
  5. Commands the Unit through proper use of the cadet chain of command and within the policy and guidelines set by the Barbados Cadet Corps.
  6. Makes recommendations for the promotion/reduction of cadets.

EXECUTIVE OFFICER:  (XO) Mid P Sealy is responsible for the day-to-day activities and reports to the OC.  Also known as the Number 1 or 1st Lieutenant.

  1. Responsible for the command of the unit in the absence of the OC. As such, (s)he is to be familiar with the duties of the OC.
  2. Coordinates and supervises the cadet rates and insures that the orders and policies of the OC are carried out.
  3. Receives decisions from the OC and allots detailed work to the appropriate officer/rate; makes any necessary additional decisions within established policies; and checks to insure that assigned duties are carried out properly an in a timely manner.
  4. Keeps the OC informed of problem areas within the unit in general and of action taken or recommended with respect to such problems.
  5. In coordination with the Command master Chief, investigates all cadet complaints concerning the merit/demerit system and makes recommendations to the OC regarding irregularities noted.
  6. Performs other duties as the OC directs.

 

 TRAINING OFFICER:  (TO) Mid T Edwards is responsible for coordinating training programs.

  1. Is the OC’s assistant concerning matters of operations and training.
  2. Is responsible for the preparation and publication of all training Schedules and training reports.
  3. Responsible for the storage, maintenance, and issue of training aids and reference materials.
  4. Exercises HQ supervision of the merit/demerit system.
  5. Plans for and coordinates all of the Unit's activities to include field trips, parades, and other extracurricular activities.
  6. Closely monitors the conduct of drill, and conducts frequent training inspections of cadet classes.
  7. Responsible to insure the classroom area is properly prior to classes.
  8. Insures that cadet instructors are properly prepared to give assigned classes.
  9. Responsible for the maintenance and posting of the unit bulletin board in coordination with the AO
  10. Performs other duties as the OC or XO may direct.

 SUPPLY OFFICER:  (SO) none assigned. Responsible for all supplies Uniforms and equipment.

  1. He is the OC’s assistant concerning matters of supply and logistics.
  2. Responsible for the storage, maintenance, issue, and turn-in of all supplies and reference material as directed by the OC.
  3. Responsible for the maintenance of accurate supply records to include cadet hand receipts, up-to-date inventories, and other such supply actions as directed by the HQ.
  4. Is familiar with supply procedures, requisitioning, turn-in, salvage, laundry, alterations, pick-up, and inventory of equipment.
  5. Assigns weapons to cadets, supervises the maintenance of weapons and equipment, and maintains records of maintenance performed within the guidelines set by the HQ.
  6. Responsible for the cleanliness, organization and upkeep of the supply and arms room areas.
  7. Performs duties as cadet armourer if one is not appointed.
  8. Investigates the loss of issued property.

 SHIPS COMPANY COMMANDER/ Ensign Snr Grade:  S PRICE

  1. Is the senior cadet non-commissioned officer in the Squadron and is the OC’s advisor concerning enlisted and senior rates in the battalion and makes recommendations concerning promotion/reduction/awards and/or problem areas encountered.
  2. Responsible to the OC for consolidation of attendance rosters at drill and classes and turns them in to the XO, and AO.
  3. Assists the AO in the posting of cadet records, monitoring the merit/demerit system and aids him in the maintenance of the unit bulletin board and preparation of classrooms.
  4. Is responsible for the police of the Regulating Unit and drill areas.
  5. Assigns extra duties and details as needed on a fair and equitable basis to cadets.
  6. Collects and reviews all merits/demerits and passes them to the AO for posting on cadet records.
  7. Assists the XO in the supervision of the cadet awards program.
  8. Assists the  executive officer in conducting investigations into irregularities and complaints concerning the merit/demerit system.
  9. Performs other duties as assigned by the OC or XO.

ADMIN. OFFICER:  (AO)Ag. Ensign. K Burrows

  1. Is the OC’s assistant in matters of personnel and administration.
  2. Publishes orders, directives, or announcements as directed by the battalion commander.
  3. Prepares and maintains current company, unit and/or master rosters of the unit
  4. Maintains the cadet files of correspondence and publications to include posting changes. This excludes training and supply activities.
  5. Instructs the cadet Writer in the maintenance of the cadet bulletin board.
  6. Maintains the cadet Unit library and files.
  7. Supervises and monitors the awards program in coordination with Command Master Chief.
  8. Performs other duties as the OC or XO may direct.

 COXSWAIN: MCPO R SMITH Command Master Chief Is responsible for the maintenance of discipline, esprit de corps, morale, and the appearance of Junior rates assigned to the ships company.

  1. Advises the OC of any problem areas concerning cadets in the ships company and makes any necessary recommendations with regard to specific problems.
  2. Supervises the actions and conduct of the DPOs and other key Rates within the company.
  3. Insures the correctness of attendance at drill and turns in attendance rosters to the XO and Ships Company Commander (SCC).
  4. Maintains a correct roster of cadets in the company.
  5. Assists the AO and TO in posting cadet records and hand receipts as appropriate.
  6. Sets the example for the senior rates of the company in appearance, conduct, bearing, tact, discipline, and performance.
  7. Makes recommendations for promotions/reductions/awards when appropriate.
  8. Closely monitors the merit/demerit system and collects and receives all merits/demerits, insures the SCC is aware of them, and passes them on to the XO.
  9. Performs other duties as directed by the XO.
  10. MCPO or CPO, or Senior PO.

 

SQUADRON QUARTER MASTER: (SQ) 

  1. Chief storekeeper
  2. Responsible for providing and accounting for the constant stream of supplies, clothing and equipment to keep the Squadron running.
  3. Chief or senior PO.

 REGULATING PETTY OFFICER:  (RPO)  ________

  1. The Master at Arms or “Joss” is both the ships policeman as well as planning co-coordinator.
  2. Processes all disciplinary matters relating to the unit.
  3. Implements the policy of the Units Heads of department
  4. assists in enforcing security and discipline in the unit reports directly to the Command Master Chief
  5. Chief or senior PO

 DIVISIONAL PETTY OFFICERS: __________1st Div. _________ 2nd Div.

  1. Boson Mates, and seaman specialists, provide advise and training on all matters regarding seamanship practices.
  2. Take charge of the watch command structure within each division.
  3. Capable of performing any task in connection with deck maintenance and  small boat operations
  4. Report to the Coxswain

 ADMIN PO: ______________

  1. Is responsible for the admin work at the divisional level.
  2. Is the link between admin officer and the ships writer and the SQ.
  3. Chief or PO.

 SHIPS WRITER: ______________

  1. Prioritization and organizational skills are highly desired.
  2. Good interpersonal skills a must.
  3. Ability to use computers extensively to research issues on the internet, prepare spreadsheets and word processing documents.
  4. Perform data entry and retrieval, prepare correspondence and orders; and maintain files and administrative records
  5. Reports to Admin PO/AO or directly to the XO.
  6. LS or Senior AB

 WATCH COMMANDERS:

  1. Responsible for the day to day running and admin of the watches.
  2. Takes the Muster Role of their watch.
  3. Call out and organizes the seamen under their command.
  4. Responsible for the immediate supervision of the cadets in their respective watches assisted by a deputy watch commander.
